- Fixed an issue that would have prevented java applications from starting properly

- Fixed incorrect date and time format when creating error log file
- Changes to the backend have required an update to the client's handling
of dates and times. The updater has also been updated
- The dates and times shown will now be shown in your local time zone

- All "Close Window" buttons have been renamed to "Close"
- The program version will now only show up in the About window

- Added a setting (default on) that will notify, when the program is started, of any new
programs that have been added to the distribution system
- On the dependency screen, when clicking the "Test Program" button to test a program the
working directory was not set to that program's root folder
- The Program -> View Help menu item was incorrectly opening up the help menu for
the client instead of the selected program
- When a program is updated, the date format of the release date column was not consistent
- When a program is updated and there are new dependences, the dependencies window
will open again

- Updater now closes even if there was an error

- The "Select Category" text has been bolded
- The "Select Category" text and the category dropdown have been centered

instead of a tooltip when hovering over the category dropdown

- Program -> Open Folder has been moved above the separator
- The File menu now has a separator between the Settings menu item and the Open Backup
Folder menu item
- If starting the program and unable to connect to the distribution system, the popup
with the text "Unable to check for client update at this time." will only show up
if actually checking for an update with Help -> Check for Update
- More error handling has been added
- Messages for when the help file for the client or programs could not be found have been
changed to "The help file was not found."
- Updated the read me file
